Great Falls Tea Party Patriots is a non-partisan
group of concerned Montanans who represent a broad cross-section of the
state’s population. We’ve joined together with millions of liberty and
freedom minded Americans to create the tea party movement to take back
America from an out-of-control and non-responsive government. The
excessive spending, debts, and deficits are unsustainable. The
government’s actions threaten to bankrupt our country and they are
stealing the futures of our children and grandchildren. The control of

We’re tired of the out-of-control spending in
Washington and a government with reckless spending habits and policies.
Americans face too many critical issues and the stakes are simply too
high to sit on the sidelines. If we want government to leave us alone we
need to get politically active and force government back into its proper
constitutional limits.
In the American system, governments are supposed to
operate within constitutional limits. Governments that do so behave in
predictable ways, allowing businesses and families to plan for and take
economic risks without fear of interference.
A government dedicated to individual liberties is
one that understands that private property is to be protected, not taken
or taxed. When they are allowed to make decisions about their own lives
and property, people will make some mistakes, however,
individuals will make better decisions than government institutions.
Every dollar government spends is one that an
individual who worked for it cannot spend as he or she wishes.
Government must be a wise steward of our tax dollars and it must provide
society with fair rules by which to play. A stable set of guidelines is
necessary, as in national defense, but government takeovers and big
government spending are not. We must continue to fight for limited
government and individual liberties if we want to increase America’s
prosperity.
Runaway government spending remains the central
threat to the nation’s economic woes. Spending has been endemic of
both political parties and it is dangerous to characterize the
struggle to limit government as a Democrat vs. Republican battle.

agenda, by doing what Americans have always done when they face a

The Complete Streets public meeting was held 5/23/12.
While the City of Great Falls may have good intentions,
it is incredulous that they continue to support policies
with contradictory information provided to the public
and want us to accept it. National groups such as
Complete Streets
(http://www.completestreets.org/tag/training/)
and ACHIEVE NACCHO (as outlined in the grant), have
training programs teaching their members how to pressure
for redevelopment, and training candidates for public
office. It's not just about bike lanes; it's about
remaking cities and rural areas to the 'sustainable
model'. Urban development without parking for cars is
the goal. This means that whole towns need to be
redesigned in the image of sustainable development. It
was further stated at this meeting that Complete Streets
is the next step in the Downtown Master Plan. This is
nothing more than a mechanism allowing local governments
to create oppressive regulations formulated by unelected
and unaccountable autocrats, which are aimed at
stripping away our property rights.
Many people were struck by Ms. Patera’s comment at the
meeting that the City was not maintaining the curb
cutouts that she must use to operate her motorized
wheelchair. Would a better allocation of tax dollars
that the City already has be to use those dollars to
maintain infrastructure we currently have? Instead, we
have a push by individuals within city government to use
those available moneys to start another new federally
backed/funded beautification project. This only
subjects the citizenry to more federal regulation. If
beautification and bike lanes are such a good thing, let
the community get behind it and support it financially
without federal aid. The country is already broke. If
you take federal money you have to abide by their
stifling regulations.
After the Complete Streets public meeting, I asked
Commissioner Bronson if it would be possible to have
more informational meetings about Complete Streets.
Apparently I hit a nerve, as his response led me to
believe that he was not interested in any more input
from the people on Complete Streets. He has made up his
mind. His comment to me is substantiated in a Tribune
article (4/25/12) which states when talking about the
CHART Team, “…, the team has agreed their number one
goal is to pass the "complete streets" initiative.” The
CHART team consists of twelve high-level leaders who
went on an all-expense paid trip to Atlanta in April at
the cost of approximately sixteen thousand dollars.

What
I don’t understand is this: Why was it
necessary to send 12 people to Atlanta to be
indoctrinated if Complete Streets is nothing more than
what we’re doing now?
Apparently concerned citizens are forbidden from
leveling criticism about controversial issues in this
town without the establishment coming unhinged. The pure
contempt for the taxpayers who dare to challenge the
wisdom of utilizing already scarce road funds for
nice-to-haves like bike trails came through loud and
clear. The real issues at play here is the raiding of
our already scarce road funds for things that ultimately
elevate non-auto modes of transportation over auto
transportation.
Complete streets policies ultimately must be funded – I
oppose siphoning off much sought after road funds for
dedicated bike lanes that ultimately shrink auto
capacity. After all, isn’t this why we have public parks
and hiking trails — a place for physical activity and to
enable pedestrians and cyclists to roam free from cars?
Other countries and communities have had healthy debates
over whether the benefits of bike paths outweigh the
traffic jams. Great Falls shouldn’t be any different.
I'd like to know why so much effort is being put into
developing bicycle infrastructure. I don't know about
you, but many people in GF love their pick-up trucks and
enjoy driving them, just like the bicyclists love their
bikes. That is freedom. However, the Complete Streets
plan brings more government intrusion into our lives
through regulation. People are made to feel guilty for
smoking in public, now it seems we must feel guilty for
driving our vehicles. Who or what is stopping anyone
from healthy lifestyles? Why should the government
bureaucrats get involved in wasting tax dollars on what
should be our personal and/or family responsibilities?
Ms. Reichelt, Deputy City Manager stated several times
that no federal funds will be used for this program,
however, take a look at the 5/18/12 lead story in the Great
Falls Tribune.
It clearly states that this is a federally backed
program. Tax dollars -- are tax dollars no matter if
they are local, state, or federal. Complete Streets must
be paid for in some manner and the contradictory
information provided by the City isn’t helping clear up
the confusion about this program.

Some may have never heard the term “complete streets” or
“walkable communities” so allow me to enlighten you. The
“Complete Streets” policy says “it will serve to provide
safe access for all users including pedestrians,
bicyclists, motorists, and bus riders.” Sounds harmless,
right? There’s more. It also says the benefits include
“encouraging walking and bicycling, eases transportation
mobility, encourages children to become more physically
active along with reducing air emissions from single
occupancy vehicles.”
By now you may be asking how does providing safe
access to roads translate into reducing single occupancy
vehicles? Because the “complete streets” initiatives
aren’t about adding curbs and sidewalks (which indeed
are needed to accommodate pedestrians and the disabled)
as much as about declaring an all-out war on cars. Like
“complete streets,” “walkable communities” is code for
the United Nations’ Agenda
21 initiatives that seek to abolish
private property, reduce the carbon footprint of humans,
restrict mobility, and basically control what we eat,
how many children we can have, how we travel, and where
we can live, work, and play -- initiatives which are
already being implemented through ICLEI
- Local Governments for Sustainability in
over 600 cities nationwide and in 178 countries
worldwide.
Great Falls is now being targeted by
groups trying to push this into our community.

Cascade City-County Health Department
“In January 2012, City-County Health Department was one
of 15 communities chosen for the ACHIEVE program. The
opportunity to become an ACHIEVE community is a chance
for CCHD, working with other local groups like Get Fit
Great Falls, to help prevent chronic disease in Cascade
County. Several objectives and strategies have already
been outlined in the
Community Health Improvement
Plan, the
Downtown Master Plan
and various community employee wellness programs. Being
an ACHIEVE community gives us the additional resources
to accomplish all these goals”
Let’s get this straight, this is about personal property
rights – plain and simple. This should be exposed for
what it is -- an anti-car, anti-property rights Agenda
21 scheme. However, some Montana cities have already
adopted a 'complete streets' policy at the local level.
It’s implemented in Billings, where Council members
were, understandably, concerned and bewildered with the
county and state’s interpretation of Complete Streets as
“inflexible” with “predetermined design goals.”

If Great Falls were to adopt the “complete streets”
policy that requires ALL future transportation
improvement projects to include bicycle and pedestrian
facilities. That means that they will take already
scarce highway funds and mandate part of them be spent
on bike and pedestrian trails or sidewalks, etc. Please
know – this will not only have a financial consequence
for taxpayers – but also a consequence for property
owners. Whether you own a home or rent.
The policy grows government bureaucracy.
For example,
some cities add full-time Bicycle and Pedestrian
Coordinators, Sustainable Transportation Coordinators,
and multiple other agencies for oversight.
It all
sounds nice enough, but the part they leave out is that
part of the plan is to reduce auto lanes to make way for
bikes and pedestrians. It’s not truly about offering
more choices, but government deciding for you that cars
are bad and cycling and walking are better alternatives
to driving in your car. So under the guise of
“sustainable transportation,” the real motive is to
force people out of their cars and onto their feet or
bikes to get around.
They want to make the
streets narrower. Only a government bureaucrat would
call shrinking the number of auto lanes and replacing
them with bike lanes an “efficient” roadway.
What
can you expect if the Complete Streets is implemented in
Great Falls?
ü
Two
lane roadways in
each direction would now be one lane each way for
autos-- with a dedicated bike lane in the space once
used by autos.
This results in
traffic congestion.
ü
Eminent
domain has been used in other cities throughout the US
in order to expand and to add hike and bike trails and
to expand a parks.
ü
Environmental studies for bike and pedestrian facilities
will increase.
ü
Many
of agencies repeatedly tell us there’s no money to fix
potholes or expand our existing roads but we apparently
have plenty of money for this?
ü
First responders such as fire and ambulance will have a
harder time navigating narrower streets.
ü
Don’t even think about parking on narrow streets. Street
parking will create road hazards.
ü
Yard waste and garbage cans cannot be safely placed on
the street for pickup anymore.
ü
What is the cost to do all of these unnecessary changes?
'Way to coerce people out of their cars'
Getting the picture yet? There’s a war on cars and
politicians and bureaucrats are putting us on a “road
diet” to force you out of your car and onto a hike &
bike trail to help “solve” congestion. But is biking and
walking really a practical solution for your daily
commute and do you want your road taxes being used to
expand roads for bikes only with no similar expansion
for auto lanes? A
larger agenda is at play and Secretary
of Transportation Ray LaHood wants gas
taxes to fund non-motorized transportation: “It is a way
to coerce people out of their cars. About everything we
do around here is government intrusion in people's
lives...So have at it.”

Meeting, January 13, 2012. The resolution will

resolution exposing Agenda 21 for what it is: a
disregard for American freedom, private property
rights, and a key player in the Leftist move

powerful now. Advocacy. A fancy word
for lobbying, influencing, and maybe
strong-arming the public and politicians.
What's the conection with bike groups?

Resolution Exposing United Nations Agenda 21
WHEREAS, the United Nations Agenda 21 is a
comprehensive plan of extreme environmentalism,
social engineering, and global political control
that was initiated at the United Nations Conference
on Environment and Development (UNCED) held in Rio
de Janeiro, Brazil, in 1992; and,
WHEREAS, the United Nations Agenda 21 is being
covertly pushed into local communities throughout
the United States of America through the
International Council of Local Environmental
Initiatives (ICLEI) through local “sustainable
development” policies such as Smart Growth,
Wildlands Project, Resilient Cities, Regional
Visioning Projects, and other “Green” or
“Alternative” projects; and
WHEREAS, this United Nations Agenda 21 plan of
radical so-called “sustainable development” views
the American way of life of private property
ownership, single family homes, private car
ownership and individual travel choices, and
privately owned farms; all as destructive to the
environment; and,
WHEREAS, according to the United Nations Agenda 21
policy, social justice is described as the right and
opportunity of all people to benefit equally from
the resources afforded us by society and the
environment which would be accomplished by
socialist/communist redistribution of wealth; and,
WHEREAS, according to the United Nations Agenda 21
policy National sovereignty is deemed a social
injustice; now therefore be

recognizes the destructive and insidious nature of

What gives Agenda 21 Ruling Authority?
More than 178 nations adopted Agenda 21 as official policy during
a signing ceremony at the Earth Summit. US president
George H.W. Bush signed the document for the US. In
signing, each nation pledge to adopt the goals of Agenda
21. In 1995, President Bill Clinton, in compliance with
Agenda 21, signed Executive Order #12858 to create the
President’s Council on Sustainable Development in order
to “harmonize” US environmental policy with UN
directives as outlined in Agenda 21. The EO directed all
agencies of the Federal Government to work with state
and local community governments in a joint effort
“reinvent” government using the guidelines outlined in
Agenda 21. As a result, with the assistance of groups
like ICLEI, Sustainable Development is now emerging as
government policy in every town, county and state in the
nation.
